Describe the bug
MT.1059 (Defender for Identity health issues check) does not get discovered if the tenant is not onboarded to MDI. This makes it appear that the test does not exist, when instead it should show up as Skipped or NotRun (depending on license or onboarding state).
$MdiAllHealthIssues = Invoke-MtGraphRequest -DisableCache -ApiVersion beta -RelativeUri 'security/identities/healthIssues' -OutputType Hashtable -ErrorVariable MdiSecurityApiError throws a terminating error during BeforeDiscovery so the test and its tags are not even listed in the report.
