Test-MtCisaUnmanagedRoleAssignment.ps1 passes with two role assignments without start time #1370

Describe the bug
powershell/public/cisa/entra/Test-MtCisaUnmanagedRoleAssignment.ps1 should only pass if all role assignments form privilege roles have a start time according to the documentation. However, we have two accounts with start time - and the test still passes
