Create credentials APIs
credentials are used by magda-auth-internal for local authentication.
At this moment, there are no APIs available for credentials-related operations.
There is a script provided offered by this repo to create new credentials for users. But it would be more convenient to offer a set of APIs.
The set of APIs will be available via magda gateway via URL:
https://[your magda domain]/auth/login/plugin/internal/api/credentials/*
