Cart Price Rule discount not working with exclude sku condition

Preconditions and environment

Reproducible in 2.4.8, 2.4.7

Steps to reproduce

Create the following Cart Price Rule:

Conditions:

• Subtotal greater than or equal to 31
• If an item is FOUND in the cart with ALL of the following conditions:
  SKU is not 24-MB03

Actions:

• SKU is not 24-MB03

Steps to Reproduce

1. Add product 24-MB03 to the cart

• Price: 38.00
• Result: Discount is not applied (expected behavior, as this SKU is excluded).

2. Add another product 24-MB01 to the cart

• Price: 30.00

Expected result

• The discount should not be applied, because the subtotal of eligible items only (excluding SKU 24-MB03) is 30.00, which is below the minimum threshold of 31.
• The excluded item 24-MB03 should not be counted toward the subtotal used to evaluate the rule conditions.

Actual result

• The discount is applied after adding product 24-MB01.
• The rule appears to be triggered based on the cart subtotal, which includes the price of the excluded SKU 24-MB03.
• After placing the order, the discount is applied only to SKU 24-MB01.

We have tried to reproduce the issue in Latest 2.4-develop instance and we are able to reproduce the issue.Kindly refer the screenshots

The discount is applied after adding product 24-MB01.Hence Confirming the issue.
