The t-shirt size reminder e-mail is being sent to everyone marked as showing interest in purchasing a t-shirt, whether or not they had actually paid for it. The most common occurrence of this issue is vendors who selected the shirt badge upgrade, but weren't accepted to marketplace. It's likely that there are others who started the badge upgrade process, but stopped short of paying.
