Binaries in action artifacts expiring

The readme sugests:

Windows: you can find up-to-date binaries in the Actions page.

But the artifacts on the actions page have expired. Currently there are no binaries to download.
I think these artefacts should be stored as releases or in some other form where they are permanently available.
