Still Can't Download Verifications From LoTW

I just received a brand new callsign certificate from ARRL today and followed the procedure to create another file I'm supposed to install in Cloudlog. all went well, but I am still getting the same error message I've been getting for the last 6 months.

LoTW downloading failed for User ve3hls either due to it being down or incorrect logins.

I don't believe LoTW has been broken for the last half year and I'm using a certificate that it only a few hours old, following the procedure described in Cloudlog.

I have no idea what I can do here. Does anybody know?

I guess what I really don't understand is why I can upload QSOs to LoTW but not download. If the problem was related to incorrect credentials then uploads wouldn't work either, correct?
