Assign first terms of initial TSC members (graphql#536)

* Assign first terms of initial TSC members

Updates list of bootstrapped TSC members to fill final vacancy (welcome @benjie) and inputs the results of the "coin toss" for initial 1-yr or 2-yr terms.
