Add Support for TweakScaled Chutes

Apparently SR doesn't account for tweakscaled parachutes. I don't imagine it's too difficult to get the total area of a tweakscaled chute, but I haven't looked.

See MODULE below for pertinent info. Looks like we just have to scale the diameter by currentScale/defaultScale when calculating the total area.

The changes for the Stock system in SR 1.6.5 for KSP 1.2 may have broken this. Reopening until confirmed either not an issue, or confirmed present.
