Horizontal scrollbar issue #674

Hello,
I am having a page with a horizontal scrollbar. While scrolling down on the page, when the mouse goes over the horizontal scrollbar content, starts to scroll horizontally. After the horizontal content ends, the page continue to scroll down.
I want to disable the mouseWheel, so that the page will only scroll down, but i want to be able to view the other items on the horizontal scroll area, using drag. I have not other option to see the other items when i disable the mouseWheel.
