Add Contributing and Project Board to Quick Links

Updated the Quick Links section at the top of README to include:
- Link to Contributing section for easy access
- Direct link to Project Board for tracking development

This makes it easier for users to find contribution information
and track ongoing work without scrolling through the entire README.
