Doesn't work on Ubuntu

Tested on Ubuntu 18.10
`cwl.sublime-syntax' was placed in '/opt/sublime_text/Packages'
CWL file was opened in Sublime and no syntax highlighting occurred

I would be happy to test further if that would be helpful.
