Can't find the path of vm-packages.xml

What's the problem?

The installation process of Flare-VM stopped on an issue that - Can't find path "D:_VM\vm-packages.xml" because it does not exist. But after a part of the installation process it was appeared the file is Config.xml
What is a solution to solve this issue?

reinstall Flare-VM

Thanks @cybercat111 for posting the issue. But unfortunately I was not able to reproduce the same issue during my clean Flare VM installation. Can you provide more information regarding it? Is it a one time issue or recurring?
