Deprecation warning on client publish

Bug Description:

We get a warning when publishing the Python client:

/opt/hostedtoolcache/Python/3.10.17/x64/lib/python3.10/site-packages/setuptools/command/install.py:34: SetuptoolsDeprecationWarning: setup.py install is deprecated. Use build and pip and other standards-based tools.

We need to update our publishing workflow to avoid it.
