Can't set only user group

Describe the bug
If I try to set the sharing options to custom and there only owner and user group.
And then press save, after reinspecting "Any logged-in local account" has viewing rights again.

To Reproduce
Steps to reproduce the behavior:

1. Create user group with two users
2. Edit a model and set sharing option as follows:

3. Save
4. Edit model again

5. "Any logged-in local account" is back and user, which are not in the user group still have full access

Expected behavior
To follow the set roles exactly.

Thanks, I noticed this while testing something last night, too.

The issue is caused by data for existing permission lines getting filtered out by the parameter checking. New lines appear correctly, but when existing ones (with an ID) are edited, they don't make it through the relevant deserializer.

For instance, params before filtering includes:

"caber_relations_attributes" =>
    {"0" => {"id" => "3519"}, "1" => {"permission" => "view", "_destroy" => "false", "id" => "4063"}, "2" => {"permission" => "view", "_destroy" => "false", "id" => "4064"}}}

After:

"caber_relations_attributes" => {}
