[tile_store] Add read-only interface of the offline archive (#7296)

### Changes
**Common:**
* Add read-only interface of the archive offline archive, as views into
offline archive contents.

**Maps Android:**
* Add read-only interface to the "api-doc-list-maps-common.txt".
* Decided to not to document adding it since it's for customer's using
offline data contracts only.

### Are there any critical commits/changes that reviewers should pay
particular attention to when reviewing?
* '*.mbg' files defining the interface.
