geoman is already available for maplibre.

You can use line pattern to draw an image on a line and symbol to draw a symbol inside a shape...

Decorating a line with an image repeatedly
Adding an image at the centroid of a shape

Maplibre has a lot of examples, also the spec docs. You can try out your favorite genAI tool for that.
