broadcast should not send messages to all the users

right now we send the broadcast message to everyone, even to those who stopped (/stop) the bot

This breaks the logging. Since it triggers so many errors (because of users who blocked the bot) the log grows very quickly and somehow the Winston library doesn't seem to handle it very well.
