HTML error is not displayed when debug mode is disabled

I wanted to disable the debug mode because of https://github.com/marcoroth/reactionview/issues/49, thinking it would only remove the Herb tooltip, but I realized it also removes HTML error modal.

Would it make sense for that feature to exist standalone? I guess we'd need a separate configuration for it, as we'd want to disable it in production environments.
