Schedule support for trickle

I'm not sure if you are aware, but there is a patch at:

that adds support for adjusting rates according to a schedule. This is ideal if you want to control bandwidth of a program to off-peak times etc. Please consider incorporating this patch into the official version here.

This issue can probably be closed. I've created pull request #11 that covers the same thing.
