New Development Experience (DX) or Development Tools Section

I feel like in the past few years we, as a Ruby community, have been focusing a lot on improving the Development Experience in Ruby. Including doubling down on common standards like Language Server Protocol (LSP) and Debug Adapter Protocol (DAP).

I think it would make sense to have some kind of category for these tools, some examples:

• Ruby LSP
• Ruby LSP VS Code
• RuboCop LSP
• RuboCop VS Code
• vscode-standard
• Official debug gem
• VSCode rdbg Ruby Debugger

I think something along the lines of Development Experience (DX) or Development Tools would make sense. What do you think?

Maybe we can repurpose/expand the Debugging Tools section.

Seems like a good idea @marcoroth, not sure how to fit/expand those resources with the existing ones under Debugging Tools, but please feel free to make a proposal.
