PTT Message Notifications

I wanted to mention something minor that I have run into a few times, and it feels like an opportunity for UX improvement on Android.

I am really glad that notifications do not pop up in my notification bar every time I have an incoming PTT message. However, sometimes my media volume is set to zero and I do not hear an incoming PTT message. For example, my phone sets my media volume to zero when I am in the office for work. If PTT messages generated a notification only when the media volume was set to zero (or maybe below a threshold?) then you would be sure to not miss an incoming message.

I have no experience with Android development, so I'm not sure what this would entail. Feel free to educate me if there are reasons this would not be feasible or preferred.
