Marlowe Oracle Protocol CIP

In this thread we will track an open discussion around the oracle spec which we currently capture in a CIP (Cardano Improvement Proposal) format.

We will link to separate PRs from here and we warmly invite you to comment on specific sections of the PRs. In order to make this discussion easier to follow every version will reintroduce a new versioned version of the CIP file so the content can be reviewed in the context of the full document.
