General changes

• Elevator command generation has been improved to
  • Not throw NullReference Exceptions
  • Be less vulnerable to command injection
• Icons from the database can now target a custom package (via id=ManagerName.ExactPackageId)
• Scoop will use PowerShell7 when possible
• Fixed issues with downloading package installers
• Fixed issues with PowerShell7 package uninstallation
• New signing certificate
• Other minor changes and improvements
