[Feature request]: Day of month reset

Instead of defaulting to the first of the month some electric companies use a random set date for there usage cycle. Could we have a way to to set the start and end date. Example for me would be the 9th of every month, that way it falls inline with the bill and usage.

This is what the Manual entity is for. Then just create an automation to reset it on the start of your billing cycle. Mine starts the 12th of the month. I have other Utility Meter helpers that are also for tracking my billing cycle and the automation resets them too.
