Feature Request: The user can add 'External Tools' elements to the toolbar

Since the user already has the possibility to customize the composition of the toolbar, I would see very convenient that even the elements called 'External Tools' -currently excluded from this possibility- can enter the list 'Settings/User Interface/Toolbars/Available Actions --> Activated Actions' and therefore become callable not only from the 'Tools' menu but also in the form of a button visible in the toolbar.

I don't know if in this way the already long list of "Available Actions" would risk becoming too ..."overloaded "
If so, maybe transforming the "Available Actions" list into a tree list (organized according to the same categories that the user can already create for the 'Tools' menu) could make all more manageable within the 'Settings' GUI interface?
