Hard drive is not recognised when I connect to google pixel 1

I have formatted the HD to FAT32, conect it directly into a usbc port going straight into the googe pixel 1 but nothing is mounting. Is it maybe becuase the pixel does not have enough power to power up the 2TB HD? if so what can I do to get this to work?
