Window list does not save custom icons after new window of that program is opened automatically.

I have an icon theme (Obsidian) set on MATE panel 1.28.7.
The icon theme has custom icons for various applications, however a vast majority of them do not show up in the window list.
They seem to only show up on the first window generated by the application, which is usually not the one that ends up being the one used for the application itself, and so the application ends up defaulting to whatever the developers set it as, making it look out of place on my desktop. I do not want this.
Is there a way to make the window list properly respect the icon theme I have set?

It's possible your icon theme doesn't inherit from a theme that includes the icons that are not showing up, and either doesn't ship them or more likely installs them to a place where libwnck isn't finding them.

The icons BTW are not loaded by the panel window list itself except in wayland sessions that use a backend included in the panel. In the normal x11 session, libwnck creates the window list internals and the window list applet simply displays them.
