Create issue modal not opening in case where user does not have access to create issue in a project

While testing the plugin, it was found that if a user does not have the access to create a new issue, then the modal to create a new issue is also not opening in case of a single project and API is getting triggered. The current behavior is not correct, as the modal should get open and project should show no options in case if user not having access to create an issue.
