auto-follow runs seems by default to be activated, allow playbook default to change that

At the moment, whenever a user creates a playbook, for all playbook users/runners, `auto-follow runs` is by default activated. 

I propose that the creator of a playbook can configure the playbook to deactivate this default setting (which would still allow a palybook user who runs the playbook to activate auto-follow.
