Rollup merge of rust-lang#147553 - saethlin:wasip3-tier-3, r=petrochenkov

Move `wasm32-wasip3`  to the tier 3 table

rust-lang#147205 says it wanted to add this as a tier 3 target but accidentally added it to the tier 2 table.
