[Android] Virtual Joysticks in Map View is unusable as multi-touch is processed as a map screen zoom command instead of joystick commands of both sticks simultaneosly

Description

Expected Behavior
Be able to use both sticks. Mao screen zoom should only work when pinching outside a safe radius from either of the sticks

Current Behavior
Only one stick is controllable at a time. If you try to use both sticks, then the map view just zooms in/out

Steps To Reproduce

1. Enable virtual joystick
2. Use Map view and try to use both sticks at the same time
