fix(cloudflare): handle messages field as objects instead of strings

Cloudflare API returns messages as [{code, message}] objects (same shape
as the errors field), not []string. This caused JSON unmarshal failures
on every API call, preventing the Cloudflare provider from initializing.

Introduced apiMessage struct matching the actual API response format.
