Allow user to choose preferred 2FA method

1. Store preferred 2FA method in database
2. Allow user to change it in security settings

Why? Because we want a good UX. If the user loves to use one method over others, that should be first.

But maybe a better solution would be to store the last used method. The user doesn't need to dig into settings, they just get to use what they likely want (because if they use it once, they likely wanna use it going forward)

Until we implement this properly, we should always default to the most secure method
