What are the substantial differences between stay_in_panel and global when selecting prev_act?

1. open panel x, tab 0

3. activate tabs in the order of 3,2,1,0,1
4. close tab 1

When selecting next:

3. activate tabs in the order of 1,2,3,0,3
4. close tab 3

When selecting prev:

3. activate tabs in the order of 3,2,1,0,1
4. close tab 1

Switch to tab 2 regardless of stay_in_panel yes or no.
