I don't think I understand panels and how they are supposed to be used

I want to consolidate my many windows with many tabs into fewer windows using panels.

Thing is, I don't have a use for a panel called "Car Photos" in my windows relating to Medieval Warfare.

What is the purpose of having the same panel (including config) in multiple windows? What behavior should I expect?

Will there be any effect other than confusion from making "bespoke" panel names for every window I'm consolidating?

Treat each panel like a window. The tabs in that panel are the tabs in that window. If you want to look at car photos, switch to that panel, if you want to look at medieval warfare switch to that panel. It's the same tailored environments, just with less windows.
