PR to update all dependencies to make this work with latest Eclipse.

Things still to do:

  • Consistency: some bits have been updated to depend on JDK 17 and others to 21. This should be made consistent.
  • Ensure examples reference correct versions of various plugins
    • Including updating the dynemf dependencies -- consider feeding this back to original repository, too
  • Ensure plugin versions in update site are consistent with what is being used via maven
  • Update version of MOEA Framework -- devolved to Update MOEAFramework dependency to latest version #126
