Add wsfunction to issue certificate

I'm developing custom frontend using moodle. I need custom wsfunction to generate certificate and download/render it. Action is similar as using "View Certificate" button or https://moodle.site/mod/customcert/view.php?id=277&downloadown=1 action.

Is there way to make same action using third party website or should I create PR to add this feature?
