Old rife-ncnn-vulkan no longer buildable with latest CMake

Hi,

as of know, on Debian Sid, I am not able to install the package neither from PyPi nor to build it locally. Because it uses an old verrsion of rife-ncnn-vulkan and some dependency therein which have set a very old CMake version requirement.

It would be good to upgrade to latest upstream branch of the ncnn/rife-cnn-vulkan components where those issue are solved.

The rife upstream submodule in this project is already the latest version. This build failure is an upstream error. Even if update ncnn to the latest release version 20250916, the latest rife-ncnn-vulkan cannot be compiled. This is an issue should be raised to upstream and fixed by them in the first place.
