Add Timeout Option for Minikube Setup

Setting up Minikube can sometimes take an unusually long time, causing test cases to hang indefinitely. Adding a timeout option would allow tests to fail gracefully if the setup exceeds a specified time limit.

@gaikwadabhishek do you remember what was the max time it was running for ? minikube itself has a timeout of 8 minutes. the logs are gone for the reference u posted
