[BUG]: 25.10 might have issue with windows defender/virus protection sub system

Describe the bug

With 25.10, on many sysems time to time the virus protection/windows defender sub system will crash or stop working time to time.
Even it is not crashed and running, click "Scan now" doesn't do anything.

And with this issue, windows update can not install security updates:

And due to there's windows security pending updates, the playbook can not be reapplied.

Steps to reproduce

1. Win 10 21H2 19044.6691 newly installed
2. windows update done
3. apply 25.10 playbook
4. use for a while

Expected behavior

when windows defender has not been disabled, it should work normally

• Specs: AMD Ryzen
