is_sorted as a tap param or stream level param

Hi, I'm a trainee, I barely understand anything so excuse me for any misunderstanding.

I'm supposed to ingest data from a rest api, I know the data can be sent sorted because we're also supposed to build and sell the rest api.
I just don't understand why, it seems, I have to fork the tap plugin to set this property to true when it could be a param by default.
Maybe I'm doing something wrong so here's an excerpt of the config:
