Upgrade `membrane_sdl_plugin` to depend on `membrane_raw_video_format` version `~> 0.4.x`

The latest version (v0.18.4) of membrane_sdl_plugin still depends on membrane_raw_video_format ~> 0.3.0. It should be updated to be compatible with the 0.4.x version of membrane_raw_video_format.

I am guessing this is probably just an upgrade to the version specifier in mix.exs.
