The `#EXT-PROGRAM-DATE-TIME` should reflect the creation time of a first sample in a segment

Right now the `sink.ex` adds a creation time attribute to a segment, the time is taken from the current time. Accordingly to the spec, this time should be associated with the first sample of the segment but in our case, it reflects the last sample (the moment segment gets created).
