minor: consider moving to maven central 

Some alternative implementation of assertk such as willowtreeapps/assertk is easier to drop into a project because they do not need to specify less popular repositories like jitpack.

I believe it is a minor thing that can be easily done, but it makes some noise in maven only because of test dependency when others do not.
