taskmanager autostart is no more tracking boot time of apps

I assume that windows cannot optimze boottime anymore since tracking of bootime of apps is disabled.

I tried alot in Winhance and also tried with chatgpt to solve the issue but could not solve it. On all my devices I run Winhance I see that this tracking is disabled in the taskmanager. Is this Winhance related? How can I revert it?
