[Discussion] Deep sleep for repeaters to save power

Hi guys,
I'm thinking if we can let the repeaters to go to sleep most of the time to save power.
The repeaters will be waken up periodically to send adverts or by receiving LoRa packets.

For Heltec v3, a repeater can go down from 53 mA down to 12 mA.
For NRF MCUs, it may have similar power saving effect.

A repeater may miss the packets (unlikely if we handle the wakeup correctly) and will wake up to process the retried packets.
What do you think?

My code works.
Before, 47mA

After fix, the repeater will go to sleep after 2 minutes since start.
7mA

The repeater can still wake up and process LoRa packets correctly.
Let me test more and may create a PR.
