Enhance Community Newsletter UI

Current Behavior

The Community Newsletter section on the Programs page (https://meshery.io/programs) currently appears visually awkward and misaligned with the overall Meshery design system.

Desired Behavior

The Community Newsletter section should be visually aligned with the Meshery design system, with proper spacing, consistent input styling, responsive layout (2-column on desktop, stacked on mobile), well-defined typography hierarchy, accessible contrast, and a polished, balanced appearance across all screen sizes.
