Notification resets to "banner and sound" after changing ringtone

To Reproduce
Steps to reproduce the behavior:

1. Go to home screen
2. set sound option to sound only
3. go to settings
4. change ringtone
5. go back to home screen
6. note that it's changed to banner and sound
7. GOTO 2

Expected behavior
Changing ringtone doesn't change sound/banner selection
