proposal: Add the client_late role and revert to the old behavior settings for client_base

After the 2.7.18 update, the client_base role functions as router_late for favorite nodes.
I think it's better to revert to the old behavior, where client_base functions as router for favorite nodes.
To make it function as router_late for favorite nodes, you can create a separate role, such as client_late.
